In order to pass constitutional scrutiny under this origination clause, a tax bill must be passed first by the House of Representatives. After the House has completed action on a bill and approved it by a majority vote, the bill is transmitted to the Senate for formal action. The Senate may have already reviewed issues raised by the bill before its transmission. For example, the Senate Committee on Finance frequently holds hearings on tax legislative proposals before the legislation embodying those proposals is transmitted from the House of Representatives.
Republican Leadership
This was, in effect, a line item veto of funds for programs that were initiated or increased by the Congress. Many Members of Congress and certain special interest groups were outraged and extremely frustrated by the impoundments. Numerous court suits on various impoundments had been filed and were in the process of being heard.A more serious reason for budget reform was due to the widely held belief that the budget was out of control. Deficits were mounting; so-called "uncontrollable" spending was climbing; and "back door" spending, i.e. spending provided other than through the Appropriations Committee, was increasing.

On occasion, the Senate will consider a revenue bill in the form of a Senate or S.bill, and then await passage of a revenue H.R.bill from the House. The Senate then will add or substitute provisions of the S.bill as an amendment to the H.R.bill and send the H.R.bill back to the House of Representatives for its concurrence or for conference on the differing provisions. Thirty-five Members of Congress have served as chairman of the Committee on Appropriations. The Honorable Clarence Cannon of Missouri, served as chairman nearly 19 years, although his term as chairman was of broken continuity. The Honorable George Mahon of Texas, served as chairman continuously longer than any other person, from May 18, 1964 to January 3, 1979.

Legislation passed by the Committee removes China and its unfair trade practices from U.S. supply chains. Those policies require the Biden Administration to block cobalt mined with forced labor in Chinese-owned mines in the Democratic Republic of Congo and close Biden Administration loopholes allowing Chinese billionaires and manufacturers to benefit from U.S. tax dollars in the Inflation Reduction Act. The Committee voted to end the Biden Administration’s unlawful attempt to circumvent Congress to provide more tax credits to foreign interests by claiming that a made-up “critical mineral agreement” counts as a free trade agreement – an action by the Administration that does nothing to reduce American dependence on China for critical minerals. (b) Medicare (Title XVIII)–Provides hospital insurance benefits to 35.2 million persons over the age of 65 and to 6.7 million disabled persons.
When the second House office building, designed by Allied Architects of Washington, Inc., was completed in 1933, this “Assembly Room” provided space for a variety of functions in a manner similar to the Caucus Room in the older Cannon House Office Building. Since 1938 the room has been used almost exclusively by the Committee on Ways and Means; in 1949 and 1950 the House held its sessions here while its chamber in the Capitol was being reconstructed. Waters continues to be an active leader in a broad coalition of residential communities, environmental activists and elected officials that aggressively advocate for the mitigation of harmful impacts of the expansion plan for Los Angeles International Airport (LAX). Furthermore, she continues initiatives to preserve the unique environmental qualities of the Ballona wetlands and bluffs, treasures of her district.
The committee's history is significant both for its accomplishments and its shortcomings, its well-known leaders and its unknown members. This first attempt to chart its history, it is hoped, suggests something of both upon which other scholars can build. Waters enjoys a broad cross section of support from diverse communities across the nation. Following the Los Angeles civil unrest in 1992, Congresswoman Waters faced the nation’s media and public to interpret the hopelessness and despair in cities across America. Over the years, she has brought many government officials and policy makers to her South Central L.A. They included President Clinton, Vice President Al Gore, Secretaries of Housing & Urban Development Henry Cisneros and Andrew Cuomo, and Alan Greenspan, chairman of the Federal Reserve System. Following the unrest, she founded Community Build, the city’s grassroots rebuilding project.

This legislation builds on successful provisions of the Tax Cuts and Jobs Act by increasing the doubled Guaranteed Deduction, which would put an additional $4,000 in the pockets of working Americans each year. The roster of committee members who have gone on to serve in higher office is impressive. Congresswoman Waters has led congressional efforts to mitigate foreclosures and keep American families in their homes during the housing and economic crises, notably through her role as Chairwoman of the Subcommittee on Housing and Community Opportunity in the previous two Congresses. She authored the Neighborhood Stabilization Program, which provides grants to states, local governments and nonprofits to fight foreclosures, home abandonment and blight and to restore neighborhoods. Through two infusions of funds, the Congresswoman was able to secure $6 billion for the program.
Of the current standing committees in the House, the Committee on Ways and Means ranks as one of the oldest, most prestigious, and most important. First established as a select committee on July 24, 1789, it was discharged less than two months later. Reappointed continuously from the first session of the Fourth Congress (1795–1797) in 1795, the panel functioned essentially as a standing committee before it was formally listed as such in the House Rules on January 7, 1802. Until 1865, the jurisdiction of the committee (referred to as the Committee of Ways and Means before 1880) included the critically important areas of revenue, appropriations, and banking.
The goals of the redecoration of the Committee room were to return the room as closely as possible to its original color scheme, replace the carpeting and draperies, refurbish the rostrums, and update the audiovisual and safety equipment. A joint effort involving committee staff as well as offices and shops under the House of Representatives and the Architect of the Capitol, the redecoration project was completed in early 2005. Congresswoman Waters has been dubbed “Aunty Maxine” by millennials who appreciate her advocacy and understanding of issues important to them.
